Bell peppers not growing

Hello, I pepper that will not grow to full size. Any ideas on what I can add to it.

What are the growing conditions, i.e. weather, fertilizing, container or in ground, temperature? If possible send picture of plant.

Its a tropical and you live in Maine. My first suspicion is low temperatures are slowing the normal chemistry. I just looked and it appears the night time temps are in the 50s there. That will do it.
