Zinneas in trouble

What is happening, or what could my plants need? I am stumped. Holes everywhere.

In my area they grow to about the size of your pinky finger nail. They are distinguished by their iridescent top sides. Sevin powder or dust will get rid of them short term but you will need traps in the long run.
