What's wrong with my pepper plant?

Greetings everyone,

Was finally excited to grow some bell peppers on my own plant however one of them came out looking like this (please see photos below)

Was hoping someone could share their wisdom on the cause and what can be done moving forward.

For context:

- The plant is growing outside in a grow bag on a balcony.
- We've had a lot of rain lately I'd say 2-3 days in a row.
- Some of the leaves have black spots on them similar to the stem of the pepper in the second photo.
- I spray my plants biweekly with neem oil, insecticidal soap and hydrogen peroxide mix due to a previous aphid and thrip infestation I had.

Pepper plants need at least 6-8 hours of sunlight per day. The black spots may be a sign that the mix is staying too wet. Allow the soil to dry before watering again.
