Twigs is right, the scientific name is Melia azedarach the common name is Chinaberry

This is a densely branched, semi-weeping cultivar of the Chinaberry Tree commonly known as a Texas Umbrella Tree (Melia azedarach 'Umbraculiformis'). The species is native to Asia, Australia, and many islands between these two continents.
