I just rid this plant of scale and now this.

I just rid this plant of scale and now this.
I think what you are seeing is the damage the scale insects did before you TRIED to get rid of them. You did not stop the reproductive cycle. Magnify the picture and you will see what looks like white dust, probably about the same size as a particle of bread flour or smaller. Those are immature mealy bugs which are a type of scale insect. You did not keep up the Neem Oil soap spray regimen long enough. These things will be blown in by the wind and will be on surrounding plants. Once infested it takes time

Should I start the neem oil spray again?
And will the yellow color go away. Or is it too late for this plant? Thanks

Yes, start the spray again and keep it up even after there are no visible signs of those little white dust size insects. You must break the reproductive cycle or they will just keep coming back. At this stage of their growth you probably don't need Neem, dishwashing soap will probably kill them but spray every 4 days for at least 3 weeks. The plant will, in time, recover to its origional colors.
