Looks chlorotic to me possibly because your soil is acidic? If not acidic soil I would suspect a lack of iron

I have azaleas Planted in toe same soil and they are infected with a fungus.Could this be the same thing?

I don't think so. Azaleas like acidic soil, loropetalum doesn't, at all. Fungus doesn't look like what is affecting your loropetalum.

Should i apply lime around them?
That and chelated iron. Adding lime IMO is like adding sulfur to make it more acidic. It is an ongoing and never ending process. I have found it more effective to add copious amounts of peat moss to make soil more acidic. But I think your more immediate problem is a lack of iron.

If I am reading the report right you are a little alkaline but not much. This adds to my opinion that your loropetalum needs iron
