A bit of Googling brings up Cycad Scale as the likely culprit here, which is an insect that sucks out the sap. Doesn't sound good from what I've read, but you could try something like Neem Oil to try and help it.

You have a very nice crop of mealy bugs and they will end up causing a lot of damage. My favorite cure for them is 2 oz Neem Oil with a good squirt of dishwashing soap per gallon of water. Spray the entire plant and its surroundings every 4 days until you have killed them all.

I was thinking the same thing, if their soft and fuzzy when run your finger over them its mealy bugs, do like Chuck said and you will get rid of them.
