What is this on my avocado plant?

They are these weird spots. I don’t know when they appeared, but I moved the plant into Quarantine. Are they fatal? Is it a Fungi, insect, Bacteria? Please answer this question, because I am not too educated on Avocado diseases.

I am fairly sure that your avacado is in the beginning stage of an infestation by a hard scale insect called Heart Shaped Scale. Spray both sides of the leaves, the stem, branches and trunk with Neem Oil once a week for 3 weeks and maintain a close vigil on the tree. With a little luck you may have caught the problem before it became severe, but treat the plant ASAP.

Was watching this video and it's most likely too much sun light or too hot.
