What’s this on leaves?

Hi can anyone tell me what this is all over the stem and leaves of my palm plant? It seems to be killing the new leaves. The plant is still growing new leaves but this stuff is all over them and they quickly go brown. Should I clean it off? What can I do to save this plant? Thanks in advance!

Looks like a variety of scale insect, yes get rid of it. Treatment enquire locally as I don't know what's available in Australia.
