Greetings, welcome to the Forums.

Seed that is 'pre-stratified' is stored in cold conditions, this is sometimes called 'dry stratification' method. However, what is required for germination is 'moist stratification'. You must do this yourself. You can try doing this outside, but you will have more control if you keep the planted seeds in your refrigerator. Did your seeds come with any instructions?
