Tiny white thing on Cherry tomato tree

These white specs are all over my three cherry tomato trees. I have no idea what they are, and there seems to be a ton of them all over the cherry tomato trees. For reference, I’m in central Florida. Are they harmful to the plant? If so, how do I remove them?

Your plants are infested with a soft scale insect. Spray the entire plant with Neem Oil as per directions every 5-7 days for 2 weeks. Yes, they are very harmful
