Struggling desert museum Palo verde tree

Hi. My desert museum Palo verde tree is struggling. For some reason, it is only growing leaves and flowers on two branches. Any idea what’s wrong with it and what I should do?

Yes they are still green. I water it once a week. I thought it wasn’t getting enough water so I’ve been watering it more and that’s when those two branches grew leaves

How does it get watered? By hose or sprinkler system?

How long does it water each time? What kind of heads or emitters? How long has it been in that planter?
