Strange growth on holly bush

Does anyone know what this strange looking thing is on the stem of this holly bush? TIA

Do you mean those round things in clusters? Looks like buds to me. I do see one old injury but no strange growths.

yes I do, thinking about it, they do look like buds, it's actually in my partner's Mum's garden so I haven't seen it in person, only the photo
