Shallow rooted flower plants or Nice Smelling herbs

Hello,

Can someone point me to some site/links where i can see what kind of shallow rooted plants i can plant. I have trays, rectangular ones where i want to have a dune shaped soil layering on top of which i want to have some plants (not vegetables ), would prefer something that flowers, or has good smell. this is for planting in India.

Also if there are any recommended sites i can use for buying seeds please do let me know as well.
