Unless you are building them on desert sand the drying out will be through the sides. the concrete would protect, earth will attack.

Only line the sides and only if soil will fall out if you don’t. Anything creating a layer will impede drainage.

just FYI. I had enough pallets that don't have gaps between planks so I built 3 raised beds using 8 pallets each + some reinforcement in the middle to prevent sagging. They have been put on top of a rectangle made of old bricks side by side so it does not sit directly on the ground.
