Do these count as raised beds? Newbie first year here.

So I am doing a garden at the duplex I live in. I don't wanna go to overboard with dirt since we aren't staying here forever most likely. I took off some top soil that didn't look great and was dusty and rocky thinking I could just dump organic dirt from the store in there. The big box store dirt seems crappy and expensive. I have some home composting going I can add if it's even done... I don't know if I should just mix some stuff into the existing soil or add a homemade soil mix or store bought or municipal dirt. This is really overwhelming once you get into it. I would go all out and soil test and make my own but I don't think it is worth it here. Anyone have any advice? Much appreciated thanks!
