Query on leaf problem - Phonitia

Dear gardeners, I wonder if anybody would be able to identify the issue with a Phonitia shrub we have? Some leaves quite shrivelled and creased, but not dried out (still light green), others with what look like 100s of tiny fleas (I will attach an image if allowed? Thanks you!
