Putting down wildflower seed in Fall, when less rainfall is projected.

If a dry Fall/Winter is projected:

Is it recommended to wait till early Spring, when more rainfall is projected, to put down wildflower seed, or is seeding in Fall still recommended?

We had a very dry Fall/Winter last year (in Zone 9b), and waited till early Spring (prior to a good rain) to put down perennial seed - seems to have been a good move, since the seed has sprouted and growing nicely.

@lifegardener , here in the UK we sowed our seeds in the autumn. It doesn't make any difference if it's wet or dry. This method follows the natural pattern, and is closest to the way nature does things all on its own without any assistance from us at all, so it has to be the right way really doesn't it?

We are still holding our breath to see what comes up. We had a look today, and we think we have quite a few Bugloss and definitely foxgloves. We can see a few emerging poppies too. The field poppies in the wild will only germinate and grow when the ground is turned over first, so I dug over a big patch especially last year - nearly killed me at the time... they had jolly well better grow!! If they don't, they'll get a good talking to that's for sure.
