Plum tree problem

I have a young plum tree and for the last 2 years some of the leaves are curled and shrivelled.
All the leaves are very sticky as is anything that is placed near the tree.
The underside of the leaves is covered in a white dust (like whitefly but whatever it is it doesn't fly away when touched).

Any suggestions as to what is wrong and how do I treat it?

sounds like you have an insect called a wooly aphid.

Yep, wooly aphids. And that sticky stuff is called honeydew (aphid excrement).
