Plum tree care

So last summer/fall we had small flies on our plum tree. I'm not exactly sure what they were called but small black flies seems accurate. Fruits have just started emerging after flowering like one week ago. I'd like to give it a shot at preventing it. Would be cool if it was something I could spray on that doesn't cost a ton, or that I could simply make. I can reach the top of the tree with a normal ladder. I thanks you already for helping me.

I would start with oils like neem. You really need to identify the problem to identify the best cure.
