Peony transplanting root help

Hi, last spring we had a peony come up in the garden of our new house, but it never got any buds or flowers. So I decided to try an dig it up to plant it a little more shallow. The roots are rather weird I think! Parts of them seem like they are hollow and there are some tubes that feel fleshy and lively but have no eyes or little roots. Can I plant the single tubes and if so, which direction do I plant them?

Peony root crown should be the same level as the soil and they like to be baked by the sun.

If you watch the first two videos here on this page, you will find out how.
it seems to be there are a lot of broken tubers and they need to be discard.
