How to replace much with flowers and rocks

Hi,

Our walkway has a huge pile of mulch (As can be seen in the picture). I want it to be replaced with

1) remove the mulch
2) add some flowers
3) add rocks

(Similar to another picture that I have attached).

Please advise how to accomplish the above. FYI, I am a new bee in gardening and may require some details.

Get a hard garden rake, plastic bags and a square nosed shovel. There is probably a weed barrier underneath the mulch which can be cut and planted through or if preferred totally removed. If you were planting vegetables I could tell you how to plant, but, since its flowers I can't. Add rocks of your choice.
