We inherited this from a neighbor and it's grown 2-3 feet in a year. We have it by a sunny window inside the house. Is it a tree or a large houseplant?

This is a Narrow-leaved Dracaena (Dracaena reflexa var. angustifolia, formerly Dracaena marginata),
in the Butcher-broom Family (Ruscaceae, or alternatively, the subfamily Nolinoideae in the Asparagaceae).

It is native to Madagascar where it will grow to become a tree 4 to 6 meters tall.

It is also a houseplant, popular worldwide for its neat appearance and dramatic foliage.

A sunny window indoors is an ideal spot for it. For best growth, consider 'summering' it outdoors when the weather warms up.
