Help identifying bug problem - yellow honeydew?

Hello, I have what seems like a honeydew all over the stems of my diplodemia. Can anyone help me get rid of the bug causing this? Any advice would be much appreciated! I attach a photo.

Those orange things are aphids and what is causing honeydew. You can kill them with soapy water but I prefer an insecticide with a spinosad base. It kills by contact and ingestion. It is also organic and harmless to people and pets.

Agree with Chuck. Is that an Oleander? Could be Oleander aphids
