Yes, you have a few leaf miners but not as many to affect your plants. Spraying anything for leaf miners is a waste of time as the leaf miner is inside the leaf. The only way to control them is to kill the moth before it lays its eggs or kill the eggs. IMO your main problem is a water issue and possibly a temperature issue as well.
I have to go with underwatering for 2 reasons. One is that the plant is on dark colored pavers and they absorb a lot of heat. Second is that the container is fairly small. If you have been having high temperatures the soil at the roots will be cooking and it takes a lot of water to overcome this. And if that container is clay it only makes the above more plausible.
