Chinese Blueberry

So, recently my dad ordered some Chinese blueberries on eBay and we planned to grow them out the front instead of the Lilly Pillies we already have. So we get the seeds and I put cotton wool and the smallest amount of water into a container along with the seeds and place them full sun...4 weeks later and they still haven't sprouted. I've used seeds from both packets and haven't gotten anything.

Can anyone point me in the right direction?
