It certainly does not look good. There are places where there is a bit of colour left, is it really crispy, or is there any suppleness left in it?
On the one hand I would say you don't have much to lose by treating it decently, on the other, even if it recovers you might lose enough to make it not worth it.

All I see is brown and crispy. There's not enough "possibly alive" tissue left for it to grow back. Junipers are very unforgiving when they get too dry. It is dead and you need to start over.
