Aphid infestation on Meyers lemon tree?

I want to confirm, is this an aphid infestation on my Meyers lemon tree? And will Neem oil get rid of them? How many times? I've had problems with leaf miners on this tree where I cut a large portion of the leaves and some branches, so it's already been through a lot in its young life.

Yes aphids (Aphididae, Homoptera) being tended by ants (Formidcidae, Hymenoptera).
You could try hosing them off, or spraying with a horticultural oil or soap. Another option to consider is using Tanglefoot to keep the ants off your Meyer Lemon Tree (Citrus x meyeri), which might give natural predators a better shot at getting the aphids.

Yes, Neem Oil works fine on aphids as long as the Neem is less than about 6 months old but Safer Soap works better on them.
