Looks like powdery mildew or possibly downy mildew. I would spray with baking soda @2 tablespoons of baking soda, a squirt of dish soap and 1 tablespoon of Neem Oil per gallon of water. That is what my wife uses on her roses.

Roses tend to suffer from mildew if there stems are densely packed together. They need to be more open so that air can circulate. You could try removing some stems to help the situation. :)
