Too late to start seeds?

So it's the beginning of April here in zone 7, is it too late to start flower/herb seeds? I yet again, have gotten a late start on gardening this year. I was wondering if it would be better to just plant the seeds outside, or to just buy already-started plants.

Never. What you learn this year will carry to the next. Do a little of all of it, buy some to start and start some seeds for the second wave.

I know that feeling, last year I dislocated my shoulder at the vital time, the year before that I was sick, this year I tripped and lost an eye, but thought 'Damned if I am going to be late again', and got on with it anyway
I think Dirt Mechanic is right, "Do a little of it all". Who knows what the weather may do or what other factors may influence things. 'If there is more than one possibility spread your bets' is good advice for almost any gardening question.
