Thrips OR Aphids?

These bugs are covering my portuguese laurel hedge leaves...turning the leaves brown and spotty.
What are they?
I'm thinking thrips? But then maybe aphids?!

The dark colored bugs are thrips. The light colored bugs are a different instar of thrips.
