In past gardens I just sowed the seeds and they germinated great. But at my new location (central WI) , just moved across town, I had no beans carrots or onions germinate this my first year at new place. Soil test showed enough NPK. Normal spring rain, temps. What could be the problem be? My lettuce, peas, asparagus (from seed), and transplants grew well. Any ideas or solutions?

Most strange, you would expect germination even if the NPK was wrong, at that stage nutrient is coming from the seed. That some seeds germinated and some didn't would suggest it is something to do with the seed rather than the soil or conditions. Did they come from the same place? Did you store them before planting, and if you did were they all together? I am trying to think of something that could have affected some seeds and not others.
