A classic case of fasciation. This is where two or more stems become fused together usually as a result of damage to the growing point. Sadly in most cases it is not genetic so the problem does not re-occur.
Interesting that the word fasciation comes from the Latin for a bundle of twigs and is also the base for Fascist as the Italian Fascist party had a flag with a bundle of twigs as its emblem.
