Is this mold? What to do?

I have tomato and pepper seeds that I've started in my garage. I have a seed germination mat and some fish tank lights over them. I've been slowly trying to harden them by moving them outside into the elements. It's dropped into the 40s the last few nights and the days have been overcast with what seemed like snow flurries so they haven't been outside.

Is this mold from too much water? If so what can I do to save my little guys.

All I can see from the picture is sopping wet soil and multiple plants in the same pot. What mold are you referring to? Those light colored things are rocks or the mold? Stop watering so much, remove all but the strongest plant in each pot and give them more light.

The mould is, imv beneficial, but yes, cut waaaaaaay back on the watering and give the plants a 3" (7.5cm) pot each.

Makes sense that I need to cut back. Its been pretty warm recently and they were actually using all that water I was giving them before.
