Help Dying Boxwoods

I have seven small Boxwoods that seem to all be declining. They came with the house (in downstate NY) and the previous owner planted them in a partly shaded area. I’m not sure if it’s a fungus or I noticed that some of the root systems are exposed. When I look closely at some of the leaves, I can see small black dots. Any ideas or any chance I can save them? I have another seven in my backyard and they are lush and beautiful.
