"Frosted" weed amongst my Black-Eyed Susans?

I've been watching this plant grow for most of the latter half of the summer. I had been waiting to for it to flower to help identify it but so far I have not seen it flower. I'm wondering if what LOOKS frosted/fungal is a normal part of this plant or whether it is indeed diseased. Thanks in advance for your help!

It's a mildew fungus usually caused by damp, warm weather.

As far as the id on it, looks to be mondaria- bee balm.

If you're not bothered about keeping the plant @robrocke - then yes pull it up. Or you can treat the mildew.
