Flamingo Willow Disease, can anyone identify?

My flamingo Willow is planted in the ground, clay soil, planted 4 years ago.
Leaves have been brown since it stopped raining in June. Not sure if it is lack of water or disease, have been watering since but it's getting worse. Can anyone identify the disease, if it is a disease? Close up pic attached
