Can someone please identify this plant for me?

My first thought was Anaphalis, but would like a bit more to go on. Can you get a photo of the plant where it grows. Is it a small plant or did you pick it from a tree? More clues please.

Its a small plant, growing in an overgrown meadow like field. I can try get another picture! I was thinking possibly water hemlock or cows parsnip but not sure!

Right! We think it is Achillea millefolium - Yarrow. It should have petals all around that central part, and there is evidence from the photo that they have already fallen off.
