Bananappeal Anise looking yellow/dirty

Hi. We have two bananappeal anise bushes that we planted 2-3 years ago. Most of the year the leaves look very dull, dirty and yellow-ish. Those leaves don’t fall off or look diseased. It isn’t until there’s new growth that we see the pretty green that we expected. Is this normal? The picture I’ve attached shows a lot of green, but typically throughout the year it looks more like the dull leaves you see in the pic. We live in Charlotte, NC and they are planted in a shady area, which from what I’ve read is ok. I have searched online and not found any answers. Suggestions? Bsmith
