What's wrong with my garlic?

I planted some garlic about a month ago and mothing has sprouted so Igot impatient and dug up one bulb. It looks mushy and a dark yellow and it smells very potent. Should I dig up the rest? What's happening?

If it is mushy it has rotted. If this garlic was from the grocery store it was probably treated to give it a longer shelf life which would make it take longer to germinate. Otherwise just too much water

Thanks, I'm guessing too much water because i bought the bulbs at a nursery not the grocery store. Will this have a negative effect on my soil?
