Rosemary plant has dried up

I have two vibrant rosemary plants which I have planted near my house. They grow in identical conditions. Paradoxically, the one with a greater access to water from domestic use has dried up. Could it be a case of waterlogging? Both of them are well exposed to the sun since rosemary are sun loving plants.

you can dig it up and see if the roots have been rotted away... if so, it was overwatered and got root rot.
