Powdery ground surronding new shrub plantings.

For our newly planted shrubs I.e. cedars, hosta, wegelia we notice the ground and lower branches have a powdery dust on the plants..
Any idea of what might be the cause and how to treat.

It looks like some kind of powdery mildew, if that's what it is you will need to use a fungicides that will get rid of it. Most garden centers will have what you need.
