Grow lights & moisture metre

Hi, I want to start growing some citrus trees indoors (UK) but the light though by a window isn't going to be direct light for most of the day.

I would need a grow light. I've researched it quite a bit, I know the red lights & white lights you get on the likes of Amazon are rubbish & the so called lumens you get is a lie because they plug into a usb that don't generate the watts needed, they don't register on the lumen metre I have either. I need at least 6k lights but no idea where to get a decent light or how long to keep it on for. Does anyone know?

I'd also like a moisture metre so I know when the soil is dry as I've always struggled to tell with citrus plants to get the balance right. I've seen the really long single spike metres online that monitor moisture but don't know if they're any good?
