What is this plant hanging over my fence?

This tree is in our neighbours yard and a small portion of it is hanging over our fence. It's such a beautiful colour! Does anyone know what this is?

There are quite a few of them with different habits,bush, vine, small tree, and colours from light to very dark blue, I love them.

It amazes me just how tough the Ceanothus family is. At the nursery where I worked, one of these was dropped at the side of the track - just rooted, and on its way to the lower tunnel to grow on..... by rights, this little cutting should have perished, but now many years after, it has grown into a magnificent specimen, and people stop to look at it. It managed that all on its own without help from us! Last time I looked, its little plastic 9cm pot still showed some signs of existence around the trunk.
