What is this Bug?

I found these in my Italian parsley this morning.

Looks like a tiny worm camouflaged by something that looks like dirt...What is it?

That is the cacoon of the bagworm moth and its catepillar

Good spot Chuck, well done. I thought that was what it was but really couldn't get a clear view of it.
