I have a container garden in my apartment and just spotted these guys in my Habanero plant. Noticed them very recently.
I’ve Looked other places but I don’t see anything that’s difinitive.
I have a hunch that they’re root mites (aphids?) but before I toss out the entire plant and disinfect the pot, I wanted to be sure.
They’re just in the soil.
In the photos they’re either brown/beige/white in color. The smaller ones look to be more on the brown side and it looks like the bigger they are the whiter.

I did notice that this Habanero plant isn’t growing quite as fast as my other one but I just assumed the usual “it’s not happy in that spot” and moved it to a sunnier window. But there are no yellowing leaves or any of that. Still very green.

I used an organic potting soil (noticed no bugs for a month) and then spread on some worm castings. Some of my plants actually have small short lived (1-2 days) mushrooms growing occasionally. Not sure if this helps but hey, the more info the better.

Unfortunately I think you are correct in saying root aphids. You can save your plant if you wash away ALL of the soil with a brisk stream of water and repot. It won't take long for the plant to catch up with the other.
