Is there any chance a bare root Weigela ordered now would bloom this summer? OR maybe I should be thinking potted.

I would go for bare rooted if I were you. Weigela very often pops a few flowers early on, and tends to keep flowering quite a long time. They are nice and easy to root too from cuttings. Even if they don`t flower this summer they will next year
