Viburnum tinus brown leaves help

Hi everyone

We had 3 Viburnums put in a couple of years ago now, and they were doing well however now they seem be continuing to grow but every new leaf is showing brown spots as soon as they grow and they are falling off.

I've tried some fungus spray but that doesn't seem to help any help would be gratefully appreciated.

The tree in the photo is planted too deep in the ground. I can see stem rot above the root flair. It may be too late but I would dig down around the base of the plant and remove the soil and expose the flair. The plant is having a hard time exchanging gas's because its too deep in the ground.
