Can anyone tell me if it is possible to purchase compost suitable for planting flower seeds in France? If so what is it called?

It is called potting mix and/or potting soil. Both potting mix and potting soil normally has compost in it.

I see your location is Tillou, if that's the village of Tillou in Deux-Sevres then you could try the garden centre-cum-hardware shop in Chef-Boutonne, it's called 'Au Bon Choix' and it near the junction where the D737 meets the D740 just to the west of Chef-Boutonne.
