Raised bed pure manure compost

I've got some new raised beds and am thinking of filling them with pure horse manure compost, some top soil and small amount of sharp sand. Would using just manure compost make the bed too high in nitrogen? Or is it ok to fill up the bed with mostly manure compost.

As long as it is composted and not fresh it will be OK. Horses don't digest their food extremely well so watch out for weed and grass seeds popping up.
